About the Author
Scott Lazenby has been a city manager in Oregon for over two decades, and previously served as management and budget director for a large Arizona city. He also teaches public administration as an adjunct professor for Portland State University. He has a BA in physics from Reed College, an MS in public management & policy from Carnegie-Mellon University, and a PhD in public administration & policy from the Hatfield School of Government at Portland State. Must read for any public employee

Dr. Lazenby has done a great job of stepping through how the budgeting should be done in all public entities. The book outlines all the budgeting tricks. Most importantly the book shows how to work to stop the tricks being played in a productive management style.
As a practicing CPA I am considering giving this book to my business clients to understand how to really do budgets. There are a lot of tools for profit companies can use.
The book really deserves five starts, but only CPA's and budget people would rate it with five stars, when in fact non-budget management people should read this also.

An excellent alternative to traditional budgeting

The book presents a tightly-reasoned alternative to the frustrating and problematic world of traditional budgeting practices, particularly at the municipal level. For a budgeting book, this is a page-turner; the author's style is clear and direct, which makes the deep and complex arguments in the book easy to follow. If you're looking for a book to help you win at traditional budgeting, this is not the right book for you. If you're looking for a book about a better way to budget, and a book that reaches for a better way of organizing the central functions of governments at all levels, then you will enjoy this book.
